I live in Qatar, different App store ... How come?!!

You have to be registered in the us app store.

Each country does have a different app store and there can be many reasons for this. National legislation restricts certain apps for cultural reasons, copyright may also be an issue in certain countries. The good news is that you can open an account in another country. To do this you will need an iTunes card for the country you wish to join. These are available over the net and as you only need the number on it, this can be emailed to you. You will also need to create another email account, I would suggest gmail. Have a look here for other info
