Since the last iPad update I can no longer buy books from the iBooks store. I have tried signing out and signing back
in nothing changes. Is anyone know of a solution? Thank you for all replies.

Do you get an error notice or does nothing happen when you try to buy books? Are you trying to buy the books via the iBooks app or on your computer?
Have you tried to either restart or reset your iPad (or both)? To do (apologies if you know):
Restart: Hold down the power button until the power off slider appears. Slide it off. When the iPad finishes shutting down, hold down the power button again until the Apple logo appears.
If that doesn't help, try this...
Reset: Hold both the power and home buttons until the screen goes dark and the Apple logo then appears. Once the logo appears, release the buttons. After a time, your homescreen will appear. Please note that it may take some time for the Apple logo to appear or for your homescreen to appear (or both). This is normal. Eventually, the homescreen will appear.
Lastly, have you tried deleting and then reinstalling the iBooks app? Yes, it may be a pain, especially if you have a lot of books, but sometimes, existing apps don't do well on iOS upgrades. Don't know why, but they are computers, so anything can happen...
