Can you batch transfer photos from iCloud to a PC ?

Yes, that’s possible.

Either use iCloud Photo Library on your computer (Set up and use iCloud Photo Library on your Windows PC), or login to your iCloud account via browser on the computer (www.icloud.com), and go to the Photos app online. From there, it’s possible to download the images you select to the PC.
