Imessaging to non apple users

Why can't I send or receive texts on my ipad air from non apple devices? Is their an app that will allow this?

iMessage is only designed to work between Apple devices such as iPads, iPhones, iPods, and Mac computers. There us no way to use iMessage to contact a non Apple device. iPads cannot receive messages from non Apple devices because they are not phones.

With Gmail accounts, it's possible to install Google's "Hangouts" on your iPad and sent text messages to Android phones as well. Still limited, but it can be used on Android and Apple devices.
