I deleted Instagram from my iPad because it got hung up and I couldn't log out. I would like to download it again but can't find it in the App Store.

You should also find it in App Store - Purchased, iPhone Apps.

When searching for iPhone apps make sure you select the iPhone Apps button at the top of the search screen. It does not appear until you've started the search. iPad Apps is selected by default.
