Internet access crashes

Help. Every time I try to open an Internet page it closes before opening all the way up. Last night I didn't realize my ipad 2 wasn't charging then in my attempts to shut it down I "overdrained" the battery. To less than zero. So I have rebooted. I have gone into settings and reset back to defaults but I still can't open a page all the way up. The bar that shows its opening gets about half way then it shuts down and I am back on my home screen. I use safari.

Have you tried resetting your network settings? To do so, go to Settings>General>Reset>Reset Network Settings. If this doesn't work, try resetting your router.

Not even network reset worked but after connecting to computer and my kid reset and updated everything it works. Your quick reply was much appreciated.
