Hye all , can anybody help me how to updates to ios 7 beta using ipad mini?

You can't get the beta unless you are signed up as a developer, judging from your other posts here I don't think you are signed up as a developer?

But i register already the develop member and still cannot because they say acess denied

Well then you need to take that up with Apple, we are not affiliated with Apple, we just happen to be a rather large group of like minded iPad fans.

If you are trying to install Beta 1, it won't work, Beta 2 & 3 work for iPads including the iPad mini.
