IPAD 3 isn't charging and won't restore via Itunes

Good afternoon
My daughter purchased a second hand IPAD and one morning noticed that it wouldn't turn on and showed as low battery even though it had been on charge overnight. I have tried restoring it via iTunes but it keeps erroring 4013 is the main one. I have attached a screen shot I get when I try and turn it on. Any help is greatly appreciated.

Here are instructions from Apple what to do when you get error 4013:
If you see error 9, 4005, 4013, or 4014 when you restore your iOS device - Apple Support

Another suggestion: take a look at the charging port. If you find some dirt there, clean it cautiously. Use a soft and clean toothbrush.
That done, try charging it once more.

Maybe a hardware failure.
It could be caused by a damaged front facing camera, proximity sensor, compass or accelerometer IC, or the camera flex cable.
