Ipad 4 personal hotspot

Hi I've purchased an ipad4 wifi, I'm just curious how I use personal hotspot, I've looked on numerous other threads but they don't seem to help, it says general-settings-about-carrier, but I don't see it?

Please give abit of help my way!

A personal hotspot is when the iPad creates a local wi-fi network and shares its cellular data connection with up to five other devices. Or was it ten? I forget.

Anyway, only wi-fi + cellular models can create hotspots. And then only if your cellular provider activates the feature. Most do these days.

If you are talking about connecting your iPad to another device's hotspot, you do it under the wi-fi settings, just like any other wi-fi network.
