Ipad apps on iphone

Am going to buy an iPhone pretty quick. Will I have to buy the apps I use on the iPad, to use on the iPhone, or will the apps transfer over?

Depends on the app , universal ones you can use on both devices, ipad only ones you can't.

How do I know if it's universal?

Universal apps will either say so or, when you look at them in the App Store, they'll have a little white plus sign in the pricing box. Oh, and in the description, under the pricing box, it'll tell you what iDevices and iOS versions the app will run on.
