IPad Bluetooth won't Pair

I've got confirmation on my Samsung Galaxy phone that it's paired with my iPad on Bluetooth but although my iPad shows my phone on the Bluetooth page, it says "Not Connected". Tapping this message only has the option "Forget this device".

How do I connect on the iPad?

You'll have to enable "Bluetooth Tethering" on your Samsung Galaxy to connect the iPad to it. That done, go to Settings - Bluetooth on your iPad and tap the "Not Connected" sign. The iDevice should connect to your Android.
You can use this connection to access the internet on your iPad through your phone.. You're not able to transfer files that way.
