Ipad calendar

Hi new to iPad. I was looking to sync my calendar to have a recurring event the second Thursday of every month. Does anyone know how I can do this, when i make a recurring event it makes it a different day every month for some reason.

Also how can I sync my pc laptop calendar to my iPad calendar?

I use another app as the iPad calendar app does not allow me to put in my repeated shift pattern which is all over the place. I use SaiSuke, there is a free one to try, it gives you a good selection on the repeat schedule. Also syncs with Google.
