ipad ---- lights

So ive got these RGB strip lights that work with a remote and an app but in settings the app doesnt have any permissions to connect to bluetooth or other devices and ive got no idea how it does it. i want to try and connect them to a computer using whatever connection is uses
does anyone have any idea as for how it connects?

Try going to Settings > Bluetooth first and see if you can connect to the device(s).

nope doesnt come up their or in wifi

Check your documentation for the lights and see if you have to do something to make then enter discover mode.
