iPad programming

I'd really like to get an iPad, but I am not going to buy a Mac just to write software for it. (It's my understanding that the Apple toolchain only works under MacOS) Is it possible to develop software without MacOS if the iPad has been jailbroken?

None that I know of. I also bought a Mac just for that reason.

(shhh... I still like Windows 7 better, but don't tell anyone)

I'm trying to avoid the additional expenditure. Sure, $29 for a copy of MacOS is not much, but the $800+ for the new hardware is a bank-breaker, especially after coughing up $499 for the iPad itself.

I may try it with VMWare 7 and see if that works. $29 isn't too much to spend on research. If it works, then I don't mind coughing up the $499 for the iPad.
