Ipad Won't Sync

I've had my IPad for a year. I tried to sync with my laptop today and found out it won't? My IPad does not appear in my iTunes? Also, it won't charge? I have to plug it first then shutdown iPad for it to charge.. Can anyone help?

I leave it for a couple of hours, Battery percent goes up to 100%
