Ipad2 not pairing Iphone 3Gs

Hi, I can't pair (Bluetooth) the Ipad2 (4.3.1) to my IPhone 3Gs (4.0.1).
After getting and approving the codes, both devices appears in the list but can not connect. Getting error message "connection unsuccessful ".
Will appreciate any help.

from what I can gather, you will need to contact your provider to unlock that function or jailbreak your iPhone, as I believe as standard, the Bluetooth function only pairs with headsets?

IPhone already Jailbreaked.

I was able to do it with my iPad 1 but only when iPhone 3GS and iPad were at iOS 4.3+

OK. It works!
Was a provider configuration setup.
After 20 minutes a could share the Internet tethering.
