Is it ok to use iPad while it's on charge in car or house

I tend to charge my iPad in the house and out in the taxi. I would like to know is it ok and safe enough with me being on the iPad while it's charging for example if my iPad is a very low percentage and I put it into charge is it ok to still use it as in would this have any effect on the battery and the iPad itself along with the life expectancy of the battery. I would deeply appreciate your advice on this , thank you
