Ok , here's something weird .
It seems as though I've installed a corrupted update for an app on my iPad mini from iTunes on my laptop . I KNOW my laptop has viruses . How can I COMPLETELY remove the app from the cloud so I can install a clean copy of the app ?
The app isn't available on iTunes so removing it from the pad and reinstalling from there isn't an option

I'm not really sure what is going on. Apps are not stored in the cloud. They are local on your iPad or in a library in iTunes on your computer.
What you see that might look like an app in iCloud is an app on the iTunes Store that you've already purchased, and can download again. It might be a buggy version, but there is no way for your laptop to corrupt it. And you most certainly do not have a way to delete it.
The cloud symbol you see next to it means it's not on you iPad, but you can download it again for free. It will be a fresh install of the app, or in a few cases the last update that your iOS version is compatible with.
As for the version on you laptop, the only way to fix that, if it is actualy corupt, would be to delete it there, and go back to the iTunes Store to download it again. Like the iPad, there are links in the iTunes store to your previous purchases, to make it easier to find and download.
If for some reason the app is no longer available in the iTunes Store, not even in the purchased section, then you are out of luck. But be sure to check the Purchased list. Sometimes apps remain there, available for download, even after they are not longer available as new purchases.
