Put your music into iTunes on PC or Mac. Plunge your iPad in. go to the Music tab and set-up the sync settings and hit sync.

Doesn't go to iTunes. Goes to Music.

iTunes on the iPad is just the storefront, it is not the same as iTunes on the PC/Mac, the Music App is where your music should be.
