I have a second hand iPad and have created a new apple account. My first question is with regards to The existing apps can't be updated I don't know the previous owner's password of course. Second, my iTunes icon, every time I click it won't open " request cannot be completed" is flashed on the screen. Anyone can help me with this? Thanks!

Yes those old apps belong to the previous owner and you will not be able to update them at all.

I would recommend setting up the iPad from scratch. That way, you'll be free of the pesky legacy apps that you will never be able to update, plus any other settings you may not see right now. I did this when I handed down my iPhone 3GS to my daughter. Set it up for her from scratch.
 
If I'm going to start from the scratch will I be loosing all my files in power point presentations and pages as well as in PDF ?

Yes. Move them off the iPad first. Most apps have file export options by either a wifi interface, email or cloud storage.
