Jailbreak vs unlocking

Unlocking is a specific issue for phones only and allows you to use a SIM card from any carrier, not just the one you are contracted to. In order to unlock you must first be jailbroken. Then you must have the right baseband (modem) version. Not all basebands can be unlocked.

The iPad3G models come factory unlocked so there is no need to worry about unlocking!

jailbreaking allows you to install software on your phone not approved by apple (read: doesn't just mean pirated apps)

unlocking means you're no longer locked to the network you bought your idevice from. on a locked device, you can't use the sim card of other carriers in your device. with an unlocked device, it works with any sim.
