Location service changed

I suddenly started having my battery drain fast on my iPad 3rd generation running 5.1.1. It turns out the location service was now on constantly for time zone update. Turning it off has returned my battery use to normal, I don't understand why it was on (or always looking for a change in location) I use my iPad at home and have only travelled with it once. Hmmm...
