Looking for a start menu/task bar app

Hey everyone
I'm looking for an app that shows running apps at all times. It would show at the bottom of the iPad, right where the current one is when u double click the home button. I would like the icons smaller, and to always appear at the bottom, without double clicking the home button or using gestures. Kind of like a start menu / task bar on PC.

I checked it out, but that's not what I am referring to, sorry. I want a bar at the bottom that constantly shows running apps
