Looking for iPad dev

I am seeking an app for iPad 2, preferably that can work on all devices.
This is for demonstration purposes.

iPad should power on and authenticate automatically, but then launch an app that looks like the traditional PIN prompt.
When demonstrator (in this case an unsuspecting participant) types into the prompt, it keeps prompting for the PIN. Once entered, the app emails or text messages the 4 digit PIN to the number/email of choice. After 5 or so entries, device wipes and reboots itself.

What would a developer need to know to make this happen? Python, IOS, TCPIP?

Can this be done on IOS, or does the iPad need to be jailbroken first?

So you'll host up a tweak that will wipe your device, meaning you'll break your jailbreak. This to be honest doesn't serve any intrinsic value, and I don't see the purpose of sending the PIN and email unless what you're looking for is an authentication to follow it up via email/text to remote "unlock" the device, which has an infinite amount of loopholes.

You'd need to have a substrate hook to have this work, particularly the mail/text to even send. iOS 6- by default has a device wipe, and iOS 7 on top of that with the new FMI feature adds the extra security on top of the device wipe and will retain the FMI settings and lockdown.
