Looking for pdf reader app with VoiceOver

I'm looking for a pdf reader app that works well with VoiceOver (iBooks does a pretty good job, but is very limited otherwise), and that can take handwritten notes (GoodReader does that, but the writing is awful compared to penultimate or other similar note-taking apps). Any suggestions?
