Map overlaying with gps tracking

I am a crop duster and I help a lot on the ground. We are always thumbing through our paper maps trying to figure out where our fields our. Our fields that we spray are associated with canals and head gate numbers. I have the map with the canals and head gate numbers, all I need is an app to put that image over a map and use the gps tracking to find a canal and head gate. I live in the imperial valley of southern California. 1.5 hours east of San Diego. Any help would be much appreciated.

If it means that I have to make my own map app, I need guidance in doing so. Thanks
