Maps unable to find my loacation at home

But works at work. Where does the iPad pull this information? And is there any way to tell them where you are so you can get updated?

If you have wifi only iPad it uses wifi for location services. Apple's own database of known wifi locations.
 
Hm, excellent opportunity for an experiment.

If you've got a friend with an iPhone, or 3G iPad, have them come over and play on your network while using some location based apps. Let's see if or how long it takes your network to be added to the database.

I suspect these companies often share their data so it might still work--eventually. You will need the MAC ID of your wireless access point.
