Unfortunately, no, there is no way to stream from your phone to the iPad. However, depending on where you live, and what provider you have, you can alter your phone plan so that you can tenter the iPad to the phone. That way, you won't have to stream as the iPad can hook to the phone and stream from sites itself.
It'll cost, though. You could get a portable hot spot from your carrier, but you also have to pay for that, also. Those are the only two ways I know for your WiFi only iPad to use 3G. Sorry.
