Missing messages

My wife and I both have IPhone 7's and IPad minis. We used to get Imessages and texts on both units but lately the IPad is NOT receiving the messages and I can no longer send on the IPad. I checked in the Internet and did the bit to be sure they were in sync but something else is going on here. What am I missing?

In Settings - Messages - Send & Receive make sure your phone number is also selected for sending and receiving messages.

Thank you for the reply. I have done that with no change. I have powered off and back on, etc. I am wondering if Time Warner/Spectrum has done something to WIFI. This is aggravating.
