A little more information is needed. Which iPad do you have? What iOS version? And, is it jailbroken?
When Safari doesn't run, do you mean it won't start at all, or does it begin to start up but crashes shortly thereafter?
When you said you tried to reset it, do you mean that you shut it off and turned it back on? I mean like press and hold the top power button until the 'slide to power off' slider appears and then did slide the slider button? Alternatively, you also can press and hold the top button and the round home button at the same time for about ten seconds. The 'slide to power off' screen will show up, but keep holding both buttons down until the screen goes black and the apple logo appears. That is another way to get the iPad to reboot. Did you do either of those?
How about checking to see how many programs are running in the background? Double click the round Home button. The screen will appear to slide upward and show all of the programs that have been used recently. They are running in the background and taking up memory. If you have some app icons in this area close them by touching and holding one of them until they start wiggling. A red dot with a minus sign will show up on the left side at the top. If you touch that red dot the app will close and free up the memory it was taking up. I usually close them all every once in a while.
After you check for, and shut down, apps running in the background, try running Safari again. It should start back up.
