As Kevin pointed out, the history can be accessed via the clock symbol between the bookmarks and reading list. The history tab is still present when Private Browsing is enabled, it's just that the tab remains empty. If the clock symbol is missing, try restarting the Safari app and/or the iPad.When you tap on bookmarks, can you see the "clock" symbol between the bookmarks and reading list? That's your history. Haven't checked, but make sure you haven't turned on Private Browsing (Settings/Safari/Private Browsing). That may disable the History tab, since Private Browsing doesn't keep a history.

Neither can I find a switch for private browsing....I cannot see a clock icon and neither can I find a "switch" in SETTINGS/Safari
What am I missing?

There's no switch for Private Browsing in Settings any more. It's in Safari since iOS 7.Neither can I find a switch for private browsing....
