upon starting up, the display shows the wallpaper and icons at about 4 times their normal size. I am unable to move the screen to get access to all the icons on the page. This has rendered the Mini useless as I am unable to get in to Settings to attempt to troubleshoot the problem. I cannot get at the Slider to shut down the unit. I have had to revert to pressing both buttons at the same time to shut the unit down.

Hi, welcome to iPF!
It looks like you enabled Zoom in your settings. If you double tap with three fingers, this will start working on your iPad in this case. To get the screen back to normal, double tap with three fingers and drag (or pinch them).
It's possible to disable Zoom in Settings - General - Accessibility - Zoom.
