Pages for older iPads

I run an iPad group for retired people, and have recently started them on using Pages. However I have hit a problem...A number of them have never used it, so never downloaded it, even though it was free. Some have older iPads that cannot support the latest version of Pages, and they find they cannot now download the app, as only the latest version of Pages seems on offer.

Is there any way that they can get the older version of Pages on their iPads? It seems rather unfair that they have lost use of this app, just because they were late in downloading it.

Unfortunately unless the user had previously downloaded the app he won’t be able to download the latest compatible version for an older iPad.
