Passwords Don't Save

This is about my iPad mini.

Since iOS 7 some of my passwords are no longer remembered. I have a few forums that I visit several times per day. These will no longer save my name or passwords. I haven't tested everything.

This forum is one of the exceptions. Did I get this site from the App Store? I know I found you from searching just can't remember how I set it up.

So using the logic that the other forum icons I have on my home screen are through Safari, I started there.

I went to settings, Safari, Passwords and autofill.

Names and Passwords are on.
Saved Passwords only has two things in it and these are rarely used.
Always Allow. The default was Off so I turned it on.

What do I try next? Thanks.

In Safari - Privacy & Security look at Block Cookies. Don't choose "Always".

Make sure that "Private" isn't enabled in Safari.
Look at Settings - General - Restrictions, in case they are enabled.
