PDF Expert Not Flattening the File to Prevent Changes

When I use the PDF Expert on an iPad II to add my signature to the PDF, I use the app's flatten feature before emailing the file. Other team members can then open the PDF in PDF Expert and Acrobat and easily copy, move and and delete the signature. Why isn't the signature flattened to prevent changes to it? Can this app set security? Your suggestions and comments are needed.
