Personal hotspot.?

According the the model number you quoted, you have a white 64GB WIFI/3G iPad 2. The iPad 2 is not capable of creating a wifi hotspot. Only the iPad 3 is capable of that, if activated with the cellular carrier.
Your iPad 2 can connect to the wifi hotspot produced by another device, though.

the OP doesn't have the new iPad, and thus cannot take advantage of it as a Personal Hotspot.
