Photo Stream is not for photo storage. The service is designed to make photos you take on you iOS devices automatically be available on all those devices: However it only keeps up to 1000 photos and for a maximum of 30 days.
You can not use it for archiving.

While I am sure some photo app will eventually allow photo archiving in the iCloud, I am not aware of any current solution. Hold in mind that iCloud is a lot like the iPad, in that different apps can not access each other's files, so any iCloud solution will probably be dependent on that app to retrieve the photos.
While I hope for changes in the future, I can't recommend iCloud as a general file storage solution at this time. That is not what it was designed for, and the tools to manage that kind of use are not available, or not sufficient (in my opinion).
