This screenshot says that your iPad is connected to an Apple ID. You'll have to find the former owner. He'll have to erase it from Find my iPad (see my website link), then you can set up this device as your own.

If it is already connected to your Apple ID, and you forgot the password, click "Oublié?" on your screenshot to get assistance.
