Regarding scrolling on the ipad

I have the iPad and scrolling on main pages is no problem it's mainly when it's a box inside a page it won't let me scroll up and down it.. It's really annoying and it seems such a stupid mistake for apple to make.. Any chance of getting it to work x anybody have the same problem? Can it be fixed? Thanks
