safari and apps reloading too much?any advice?

hi a long time ipad 2 user here. have been using it for almost 3 years now. recently i updated it to ios 7 and after that i cant open more than a tab in safari without the other getting reloaded/refreshed. and same with the other apps.
it has got to the point even the smallest multi tasking is out of question. im only able to use a single tab on safari with nothing in background.

is this just a case of old hardware and new software trouble?or are others having this trouble too?

note :i tried everything including resetting and wiping clean the ipad.

so its ios 7 problem..im curious if ipad air owners have same problem?
