Safari for iPad 3 iso7

Am I right in thinking that Safari for iPad iso7 still does not offer a full screen option? If it doesn't why oh why?

It doesn't offer the same full screen option as in the iPhone landscape mode, but it does look a lot better than it did in IOS 6

Perhaps it's because the full screen feature available in Safari on the iPhone is not needed on the iPad because of it's much larger screen size.
