[Safari Trouble]. Pop up allowed but the pop up still won't open..

Hello Masters and Gurus.
In need for your wisdom

I've have a friend using Ipad 2 with 5.0.1 (if i'm not mistaken). He needs to open a pop up window from a secure website (https) using safari
I've turn off the pop up blocker but somehow the pop up window just won't show.

I've tried closing the safari (double tab the home button, hold the icon till it trembles and delete it) and re-open the website
I've tried reset the Ipad (hold the sleep button, slide to turn off)

Nothing works.

I have an Ipad 4 and it works just fine. I just turn off the pop up blocker and the pop up opens.

Is there any different in the setting between Ipad 2 and Ipad 4 ?
