Scolling in second window on same page

I have run into some web pages which have a second window in the main page and when I try to scoll in the second window just the main page moves. How do you lock the main page so you can pick in the second window and scoll within that window.

Put two fingers in that window and you'll be able to scroll while the rest of the page stays still.

I can't figure out how to make the 2 finger scroll work. Is there a video somewhere? I must be dumb, but I just can't seem to do it.

I was testing it on empty or unfilled boxes, afraid of accidentally erasing my typing in a longer posts.
