Screen Scrolling

I am unable to turn off the voice setting because when in the General settings screen I can not scroll the right hand side of the page to switch off the 'voice' in the accessibility section. any suggestions?
 
If pressing the arrow to go to the next page doesn't/didn't work (the "arrow" looks like this: > ), then perhaps a restart or reset of ypur iPad is in order. Sometimes iPads need a swift kick in the software. So, when things go weird on the iPad, our first recommendation is to fully close out the offending app and then do a restart or a reset (or both). To do:

Fully Close an App: Double tap the Home button (or do a 4-finger swipe up) to reveal a row of icons in the multi-tasking bar. Press and hold an icon until they all start to wiggle and you see a red circle with a minus sign ("-") in the top left. Press the minus sign to fully close the app. Don't worry, it won't remove the app from your iPad, just from the iPad's resident memory.

Then...
Restart: Hold down the power button until the power off slider appears. Slide it off. When the iPad finishes shutting down, hold down the power button again until the Apple logo appears.

If that doesn't help, try this last step...

Reset: Hold both the power and home buttons until the screen goes dark and the Apple logo then appears (the slide to unlock screen may or may not appear). Once the logo appears, release the buttons. After a time, your homescreen will appear. Please note that it may take some time for the Apple logo to appear or for your homescreen to appear (or both). This is normal. Eventually, the homescreen will appear.

Thanks for your suggestion. I had in fact tried a reset which did not work, using the home and power buttons. Nor is the problem linked to a troublesome App. The problem is in my ipad2's 'Settings' Under the Settings > General> Accessibility I turned on, I think they call it, 'Voice Over'. It allows the Ipad to read written text, which worked great. But now I can not turn 'Voice Over' off because when I now select Settings>General I can not scroll down to where Accessability is to turn 'Voice Over' off. Nor can I do a full reset because that selection is below 'Accessability' on the right hand side of the screen. The ipad just refuses to let me scroll down to the bottom of the list on the right hand side of the screen. In the portrait mode I can only see as far as the 'Multitasking Gestures' selection.
I would welcome any further suggestions.
 
Ouch, that is a problem! And, this still happens after you fully close your Settings app and then re-start it?

If yes, then I'm afraid you're past my expertise. You do have a troublesome app (the Settings app) if fully closing it, then a restart or a reset of the iPad did not fix it.

Unfortunately, I don't have any more ideas. The only suggestion I can now give is to take it to the Geniuses at an Apple Store. Sorry.

Select the last visible option, then swipe down with two fingers.

Voice Over will start reading each option, scrolling down as it does so.

Tap on the screen when it gets as far down as you need, then proceed as normal, Voice Over normal, that is tap once to select, then double tap to activate.


Alternatively, if you set up Triple-click Home, you may be able to triple click the home button and shut off Voice Over from the pop-up menu.
 
When in portrait mode, in Settings> General> I can just see the upper frame around the ‘Date & Time’ item, and I am able to select it, but Voice Over is not obliging enough to scroll any further down to allow me to select Accessibility. As for Triple-Clicking home, well that control resides in the very place I am trying to access, 'Accessibility'!! Also now realised nor can I swipe, or pinch the screen.
 
All you techno-files will be disappointed, but my son-in-law, a very bright Irishman, just ripped off the mirrored screen protector, and eureka. Voice Over was banished with a flick of the fingers, and my ipad was fully restored. Thank you to those who gave some thought to my problem, and responded with advise. Clearly we had an operator problem!!
