"Server stopped responding" ??

I sometimes get this error message, "Cannot open page -- Safire could not open the page because the server stopped responding." I realize I don't exactly know what the "server" is: is it my cable provider; or my desktop pc; or the router that hosts my network? Would someone please clarify for me? Thanks.

BTW .. I fixed my "cannot open page" problem by pulling the power cord on my router, waiting a minute, and then reconnecting it.

Server is the last computer on the chain.
Router is not a server.

You give you iPAD a target like CNN.com - Breaking News, U.S., World, Weather, Entertainment & Video News which is a server.
The iPAD failed to reach that server. We don't care where and on what point on the net it failed. All we care is that you couldn't reach the server.
