If you mean something to prevent an "accidental" update of your iOS 7.0.x jail broke iPad, there is no need of one. The evasi0n 7 jail breaking tool was/is designed to block any potential upgrades. So, nothing else is required to stop any potential upgrades [and thus lose a jail break].
