Software update button not visable on ipad

While at my relatives house for the holidays, I noticed their iPad did not have the option of "software updates" on the general tab.

Somebody told her that she would have to plug the iPad into a computer with iTunes to get updates.

Anyone know what's going on here

Are they on iOS 4 as that doesn't have OTA updates?
