ios10 wasn't offered due to the age of the ipad (2) but compatibility upgrades for apps keep coming through.

Unless the update breaks compatibility with iOS 9, there shouldnt be any harm. Besides, it's the only way to get rid of that annoying update badge on the App Store icon.

App upgrades that are not compatible with the verion of iOS installed on your device won't show up. The App Store will not let you install incompatible apps.

Just because a developer tweaked their app for iOS 10 compatiblity, or added iOS 10 features does not mean it isn't still compatible with iOS 9 (minuse the new features, of course).

You may still get other improved features and stability fixes with updates, so, in general, it's a good idea to install the update.
