Streaming Foreign Country Television

I would like to be able to view French language telecasts in the various French speaking countries, but often find that the video will not stream outside that country. I understand this limitation can be removed by subscribing to a vpn network. Does anyone know about this? For instance, is it legal? Safe?

Also I would like to find a good video streaming app for my iPad. Any suggestions?
