To jailbreak or not to jailbreak

I all, I've been hearing loads on iPads that have been "jail broken". I have a few questions:
A) what does it mean to have a "jail broken" ipad?
B) should I be considering jAil breaking my iPad2, or should I rather leave things the way they are?
C) if I should do it, how do I go about doing it?

I am still very new to this whole iPad 2 world, and would hate to do something to my unit, which I might regret at a later stage.
